The objective of the international meeting in Rome (30 May 2000) is the preparation to the “Special Event on Development Cooperation: How can development cooperation help implement the commitments of the Copenhagen Summit?”. The Special Event will take place in Geneva on 28 June in the Governing Body Room of the International Labour Organization.
The subjects to be discussed will be the following:

-Is it possible to establish an international group of partners from the various actors of development to work together, with the support of the United Nations, to help implement the commitments of the Copenhagen Summit?
-Is it possible to utilise cooperation, which is efficient and well-organized, not only to promote a satisfactory development environment and fight against poverty, unemployment and social exclusion, but to focus on innovative solutions which will help improve national policies on this subject?
-How can the coordination between the various actors of cooperation be improved (Governments, international organizations, Regions, Local Authorities, Non-governmental organizations, public sector, private sector, associations, civil society), in order for cooperation to have a greater impact in the implementation of the commitments of the Copenhagen Summit?
In particular, is it possible to:
-Steer cooperation for projects towards in-country systems, where each actor is able to express his capacity and potential in the area of development?
-To link universities and research centres in the field of cooperation, in order to direct training in development towards the Copenhagen themes?
-Create an international website dealing with  local development linked to national policies and international development, in accordance with the Copenhagen Plan?
-Create international thematic networks (local economy, fight against social exclusion, decentralised cooperation, training, education, etc.) in order to increase action programmes for cooperation in relation to the Copenhagen objectives?
During the Rome meeting the participants are invited to express their opinions on the above questions, and on how to use the Special Event to open the way to improved cooperation and to steer it towards implementing the commitments of the Copenhagen Summit. From the outcome of this preparatory meeting, the timetable for the Special Event will be finalised and the composition of the Round Table concluded.
