The Declaration and Programme of Action of the Social Summit included recommendations for national statistical systems, for monitoring and evaluating social progress, for defining appropriate measures and indicators and for ensuring wide dissemination of results. Frequently, however, especially in developing countries, statistical systems are able to measure national level phenomena, but do not have the appropriate resources and structures at local level. These limitations make it difficult to measure the impact of international co-operation programmes that aim at poverty reduction. Some experiences have demonstrated that local capacity to produce, analyse and disseminate statistical information can be strengthened, improving both awareness of relevant phenomena and the national statistical systems themselves. In line with the objectives of the Paris 21 initiative, the seminar intends to examine various experiences and techniques to measure poverty and the methodologies for evaluating the impact of programmes designed to reduce it. The seminar is organised by the Statistical Division of the United nations Economic Commission for Europe (UNECE) with the objective of contributing a set of indicators for development and social cohesion that can be used in international co-operation programmes for reducing poverty and social exclusion.
